Repeat Sex Offender Arrested For Public Indecency At Walmart

Five states, dozens of arrests and several parole violations. A repeat sex offender is back behind bars, just months after getting out of prison.

69-year-old Kenneth Stark is in trouble again, after reportedly exposing himself in a Walmart parking lot over the weekend. This is far from the first time he’s been charged with something like this. 

A Friday night trip to the Walmart on South Louise Avenue turned into a disturbing situation for a dad and his two young daughters.

“There was a van that came driving up next to him. Thought it was actually pretty close as they were walking along. He looked over and noticed the guy had his pants down around his knees, and he was using his hands to cover himself,” Sioux Falls Police Public Information Officer Sam Clemens said.

The dad called Sioux Falls Police and officers found Kenneth Stark still driving around in a van with his pants down. This is not the first time Stark has been arrested for a sexual offense.

According to the South Dakota Department of Corrections, Stark has been in and out of prison repeatedly since 1997. In 1998, he was back in prison after a parole violation watching children in Mitchell.

“He was wearing gym trunks and inside of his car were the rest of his clothes. That type of thing. It led us to believe there was something suspicious going on,” Denny Kaemingk, former Mitchell Police Captain, said at the time.

Stark has faced charges for window peeking, public masturbation and sexually assaulting a 7-year-old girl.

In 2007, he moved to Yankton where authorities sent out an email warning people about his extensive criminal past.

“I don’t care if it’s fair to him. It’s fair to the community we live in. I’m not trying to ruin a man’s life, but I’m not going to have some of our kids… And I’ve got to answer to the public. I’m a grandparent and a father and I want to know what’s out here,” former Yankton Police Chief Duane Heeney said in 2007. 

Stark has also been arrested in Vermillion, Sioux City and at least four other states. 

From the South Dakota Department of Corrections: 

  • Oct. 1997: In prison for indecent exposure
  • June 1998: Out on parole
  • July 1998: Returned to prison on parole violation
  • May 1999: Discharged from that sentence
  • September 2005: Received a DUI 3rd offense and was sentenced to prison  
  • May 2007: Discharged that sentence
  • 2010: Received two new convictions for violations of a community safety zone
  • May 2015: Released on suspended sentence
  • July 2015: Returned to prison on a violation
  • December 21, 2018: Discharged from prison
