Emergency declared in Spencer, no water, sewer use

SPENCER, S.D. (KELO) — The town of Spencer has declared an emergency. 

Spencer Town Board President Donna Ruden tells KELOLAND News the lift station in the town is not working and the town has declared an emergency. Ruden said residents in town should not use water. 

Parts of the area received more than 6 inches of rain.
