A newly released report details the problems surrounding a South Dakota education organization and how nearly $8 million were withdrawn without authorization.

The legislative audit report reviewed how Mid Central Educational Cooperative handled state and federal money from 2007 through 2015. According to the paperwork, Mid Central lacked proper oversight of programs such as GEAR UP and never addressed the risks created by Scott Westerhuis and his other roles in other organizations like the American Indian Institute For Innovation.

Auditors found that $7,837,967 was taken out of Mid Central’s bank account for the payrolls of three nonprofits of which Scott and Nicole Westerhuis managed the finances. As of September 2015, $1,388,630 was still missing.

In November 2015, Attorney General Marty Jackley said Scott Westerhuis killed his family and started a fire in September 2015 that destroyed their home near Platte.
