Judge Rules Jurors Will Learn About Financial Transactions In Phelps’ GEAR UP Trail


The judge in the Stacy Phelps trial has ruled that the jurors will learn about his financial transactions.

The information can not be used as evidence. Instead, it will be allowed to show the jury if a scheme existed or if Phelps had a motive to backdate checks. 

Phelps is on trial for his alleged role in the GEAR Up scandal.

A DCI agent is now on the stand. The DCI and FBI interviewed Phelps for four hours in the months following Scott Westerhuis’ death. On Friday, jurors are listening to part of that recording.  

Westerhuis is accused of embezzling more than a million dollars in GEAR Up grant money when he worked for MidCentral Education Cooperative.

Stacy Phelps was the head of AIII, which received grant money from MidCentral. He is accused of backdating a contract.
