Open Meetings Commission To Revisit SF Violation
SIOUX FALLS, SD -

The South Dakota Open Meetings Commission will take another look at whether the Sioux Falls City Council violated the open meetings law.

The commission has already reprimanded the council for the way it handled the firing of Debra Owen.

Back in September the council discussed a personnel matter behind closed doors.  When they returned, they voted on a vague motion take action on the item discussed in executive session, which was to terminate Owen as city clerk.

City Attorney David Pfeifle gave advice to the council in the firing and says he based his recommendation on a 1990 court opinion where the the Attorney General said boards could not name an employee or give specific details about this type of personnel issue.
