Huether Announces City Attorney, Director Appointments
SIOUX FALLS, SD - Mayor Mike Huether has appointed three new department heads and a new city attorney. The announcement came Monday from the mayor's office.

City Attorney: David Pfeifle 
Public Health Director: Jill Franken
Director of Community Development and Public Parking: Darrin Smith
Director of Central Services: Sue Quanbeck Etten

Smith is expected to take on his new role June 28 and Quanbeck Etten is anticipated to begin her duties July 6.

Because the Public Health Director has authority over more than 5 percent of the city’s employees, Franken’s appointment needs city council approval. As legal counsel for the city, Pfeifle’s appointment as city attorney also requires approval.

In addition to the new appointments, Huether has also reappointed the following city directors, pending city council approval:

Doug Barthel as Police Chief
Mike Cooper as Director of Planning and Building Services
Mark Cotter as Director of Public Works
Sally Felix as Director of Siouxland Libraries
Donn Hill as Fire Chief
Don Kearney as Director of Parks and Recreation
Bill O'Toole as Director of Human Resources
Gene Rowenhorst as Director of Finance

All appointments needing approval will be presented at the city council meeting on June 21.
