Rapid City Standoff Ends; Child Unharmed

Police say that a standoff in Rapid City between police and a burglary suspect who took a 2-year-old boy hostage has ended after more than 6 hours and that the child has been safely returned to his family.

Rapid City Police Chief Karl Jegeris said late Tuesday that officers forced entry into a home in Rapid City shortly before 11 p.m. and rescued the child, who was unharmed. The suspect, 32-year-old Raymond Cuny, was taken into custody. No officers were injured.

At approximately 4 p.m., authorities were first called to a burglary in progress on the 1000 block of Silver Street. Cuny fled and was seen running into a residence on the 900 block of Silver Street. Several adults and children got out of the home, but Cuny was able to take the boy as a hostage. Initial reports indictated that Cuny had a firearm.

Rapid City Police report that Cuny was uncooperative after hours of negotiating. Nearby roads were closed and the surrounding neighborhood was locked down. A Special Response Team made entry into the home after 10:30 p.m. and ended the standoff. Distraction devices and door breach rounds were used, but no shots were fired and no one was injured.

Authorities arrested the suspect on suspicion of second-degree kidnapping, second-degree burglary and two outstanding warrants. Cuny did not have a prior relationship with anyone in the home.
