Authorities said the van was traveling north on Cliff Avenue when it turned into a parking lot in the 800 block of North Cliff Avenue. The van traveled east through the parking lot and exited north onto 1st Street. As the van continued north through 1st Street, it struck three pedestrians located in the boulevard.
Sioux Falls Police identifed 47-year-old Lois F. TwoBulls, of Sioux Falls, as the driver of the van. TwoBulls was treated for non-life-threatening injuries and arrested for second-degree manslaughter, no driver's license, failure to maintain financial responsibility and a seat belt violation.
In a Monday morning press conference, officials said a toxicology report on TwoBulls' blood is pending.
"The 'why' is something we have not determined," Public Information Officer Samuel Clemens said.
