A special committee in the South Dakota Legislature has passed changes to Building South Dakota's funding formula with Republican support only.
The committee included leaders from both chambers.
Building South Dakota was established last year to boost the economy with grants to education, infrastructure and housing projects. It received a $30 million windfall from the governor this year.
House Minority Leader Bernie Hunhoff says the funding formula is too complicated. The Democrat says it would leave "crumbs at best" for the program.
Republican leaders say it's important to take action on the fund now and that recent changes clarify the policy. They say tying the funding to state reserves is prudent.
Committee members say they want to establish sustainable funding for the program.
Both chambers must approve the proposed changes.
