South Dakota's 89th legislative session kicks off Tuesday in Pierre with Governor Dennis Daugaard's annual State of the State address.
Daugaard will deliver his fourth and final State of the State Address before he runs for re-election this fall.
Daugaard is expected to highlight the successes of South Dakota and also outline some of his priorities.
One of those priorities is workforce development. South Dakota doesn't have a problem with unemployment but because the unemployment rate is so low, it does have a problem finding qualified workers for some of the jobs that are available across the state.
An effort in 2012 to fill these positions didn't work out as expected, so Daugaard is expected to outline a new proposal to develop South Dakota's workforce.
