Iowa Governor Chet Culver will ask the Legislature for a 6.5 percent cut in most state programs and use $200 million in cash reverses to wipe out a huge budget shortfall in the coming year.

Culver was spelling out the outlines of his budget plan Monday evening to the Iowa Business Council, meeting in Des Moines. He will send a detailed budget to the Legislature on Wednesday.

Under Culver's plan, some programs may receive smaller cuts.  Those include public safety, some human services, disaster relief, teacher pay and early childhood education.

Culver spokesman Phil Roeder says the 6.5 percent cut would cover 205 of the state's 250 programs, and would amount to a spending reduction of $400 million.
