Medical Cost Reporting Bill Advances


A state Health Department Web site listing prices hospitals charge for services in South Dakota may be revised to also list information on outpatient medical procedures.



If the feat can be accomplished, state health officials believe South Dakota would be the first state to do so. The process is complicated by the fact that there are about 9,000 outpatient medical procedures.

State Representative Joni Cutler of Sioux Falls says she still hopes to get a smoking ban passed even though it's too late to introduce a new bill.



Earlier this week, a procedural problem scuttled her attempt to enact a statewide ban on smoking in almost all South Dakota businesses.

South Dakota lawmakers will review legislation today that seeks to establish a uniform statewide system of responding to serious injuries.



The state trauma system was proposed by Governor Rounds. It's a four-year project that could result in additional training for ambulance crews and nurses, and coordination of hospitals.

Bill Would Enact Statewide Smoking Ban


Legislation that would remove smoking exemptions in some South Dakota businesses was introduced Tuesday during an impromptu meeting of the House State Affairs Committee.



Current state law forbids smoking in nearly all businesses and in public buildings such as hospitals, libraries and museums.

The South Dakota Senate has rejected a bill that sought to make sure pharmacies throughout the state would dispense birth control pills and other contraceptives.

Committee Approves Birth Control Bill


A state Senate committee has narrowly endorsed a bill aimed at requiring pharmacists to fill prescriptions for birth control pills.



State law now allows pharmacists to refuse to dispense medication if they believe it would cause an abortion or be used in a suicide. SB164 says pharmacists cannot use that abortion law to refuse to dispense birth control.

Health Insurance Plan Rejected

 
The South Dakota Senate has rejected a plan that would have let school districts tack a special levy on real estate to raise revenues that could be used to pay for teachers' health insurance.



Senator Tom Dempster of Sioux Falls offered the plan.



He says it would help recruit and retain teachers in South Dakota because state aid that would normally be used to pay for medical coverage could instead be used to improve teachers' salaries.

New Law Makes Sure Organ Donor's Wishes Are Granted

A bill signed into law by Governor Mike Rounds will make sure the wishes of organ donors are fulfilled. Before, if someone wanted to be an organ donor and a family member didn't agree with the decision, the organs couldn't be used.
The passage of this law virtually guarantees that if someone signs up to be an organ donor, those wishes will honored.

Rounds Signs Anti-Smoking Measure

 Governor Rounds has signed a bill that will crack down on adults who supply kids with cigarettes.

State law already makes it illegal for adults to sell tobacco products to those younger than 18.

The new law will make it illegal to buy tobacco on behalf of a young person or to give tobacco to those younger than 18.

Governor Rounds has signed into law a measure that adds close friends to the list of those who can be consulted to help make medical decisions for incapacitated people.

South Dakota law allows people to sign living wills that spell out what treatment doctors should provide in cases where death is imminent and people are unconscious and unable to communicate.

Rounds Signs Student Health Insurance Bill

Governor Rounds has signed legislation that would extend health insurance coverage for college students.

The new law goes into effect July first.

Current law requires insurance companies that provide coverage for families to insure students until the age of 24.
The new law will extend that coverage to full-time students until they are 29, at their parents' option.

Committee Endorses Organ Donor Standards

South Dakota legislators say people who want to donate their bodies or body parts in the event of death should have those wishes honored.

The House Health Committee endorsed a bill today that establishes uniform standards for the donation of organs, skin, bones, and eyes.

The measure sets up a priority list of those who can make decisions about donations for transplants, research, therapy and educational purposes.

 Smoking in restaurants and bars that don't have video lottery would be banned by legislation that is scheduled for a hearing today in Pierre.

The measure to be taken up by the House Health Committee is designed to protect people from second-hand smoke.

Committee Dumps Emergency Contraception Bill

A bill that would have required South Dakota hospitals and other health-care facilities to inform rape victims about emergency contraception was killed today by a legislative committee.

Supporters argued that women need accurate information about their choices after being raped. Those same supporters asked that the bill be rejected today because it was changed in the state Senate so medical workers could refuse to provide information about the morning-after pill if they object on religious, moral or ethical grounds.
