The Lewis & Clark Regional Water System is reallocating $6.1 million to get water to its first 11 members by next year.
Executive Director Troy Larson says most of that comes from redirecting money for engineering and design work for future pipelines
Larson says it's like "robbing Peter to pay Paul," but questions about federal funding persist.
Republicans who took the House in November and President Obama oppose earmarks, the primary method of funding the system.
And Obama's budget request for Lewis & Clark is $493,000, a huge drop from the $10 million given in the 2010 budget.
Larson says the federal government so far has paid 51 percent of its share. States and local members have paid $153.5 million, or 99.7 percent.
