Kate Looby, state director of Planned Parenthood in South Dakota, says the new incarnation of the South Dakota abortion ban is heavy on government intrusion.
The new bill contains exceptions for rape and incest, but doctors could do abortions in those instances only if the crimes were reported to authorities.
Looby says the abortion issue was settled in the November general election. She says the new bill, "has more government involvement than any bill you could possibly dream up."
She says the exceptions are burdensome and end up re-victimizing rape and incest survivors. HB1293
