Between six and eight inches of rain fell on the already saturated ground in Lincoln County on Monday. Much of the same area got soaked over the weekend, which meant there is nowhere for the water to go.
Along Highway 11, south of Harrisburg, a culvert couldn't contain the water so it's now going over the road.
To the east, near Lake Alvin, water is rushing over the road. By early Monday evening, the water was up to the bridge.
