Pierre Mayor Laurie Gill says neighborhood opposition cannot block a nonprofit group's plans to open a home for alcoholics and drug abusers.
Gill says the Sussex Place Sober Living Home is allowed by city zoning rules.
Thirty people showed up at a Pierre City Commission meeting Tuesday night to protest the project.
The home is intended to house five men who are recovering substance abusers.
They're supposed to live there for at least six months. Project developers say they'll share expenses and support each other while holding down jobs and trying to rebuild their lives.
Capital Area Counseling is developing the project. Its chief executive officer says a Pierre neighborhood committee will be formed to work out problems.
Sioux Falls has five Sober Living homes.
