He says about 250 people are fighting the fire right now and by tomorrow that number is expected to double.
However, the governor says there's no need for an emergency declaration at this point.
"Remember, this fire is primarily on state property so we own that property, we have the authority to go in and take necessary steps and we don't need an emergency declaration to do that," Daugaard said.
