South Dakota legislators will gather in Pierre on Tuesday for the governor's annual budget address.
The proposed budget for the fiscal year beginning next July will be in excess of $3 billion, but actual details won't be released to legislative leaders and the media until Monday.
Lawmakers will use the governor's budget proposal as the starting point for the eventual budget that will be forged in January and February.
State Representative Garry Moore of Yankton believes money will be tight next year.
The 17-year-veteran lawmaker says soft revenues and a shaky economy will force the Legislature to be more conservative than usual when it puts the next state budget together.
