Both abortion foes and abortion-rights supporters attribute the drop to efforts to reduce unplanned pregnancies.

An official of the Alpha Center in Sioux Falls says its emphasis on abstinence from sex has helped reduce pregnancies and abortions.

An official of Planned Parenthood in Sioux Falls says sex education -- with an emphasis on birth control -- has reduced the number of abortions in South Dakota.
