US Representative Stephanie Herseth says full funding of the Lewis and Clark Rural Water Project by its scheduled completion date does not look good.
The congresswoman says federal finances are tight, and the 490 million dollar water project is unlikely to get anticipated funding on time.
Lewis and Clark officials say it'll take 35 million dollars in federal money each year to finish the project by 2016. Only half that amount came from Washington this year.
The US House has approved 22 million dollars for next year, and a Senate committee has raised the ante to 23.5 million.
The Lewis and Clark pipeline will provide Missouri River water to 15 communities and five rural water systems in South Dakota, Minnesota and Iowa.
